On December 12, the APEC Workshop on Fostering Digitally Empowered Rural Development was successfully held in Sanya, China, hosted by the Cyberspace Administration of China (https://www.cac.gov.cn/). The event brought together regional policymakers, industry experts, and thought leaders to explore digital solutions for advancing rural development and bridging the urban-rural digital divide. It is a part of the APEC project: Fostering Rural Development Empowered by Digital Technologies for Inclusive Growth (https://aimp2.apec.org/sites/PDB/Lists/Proposals/DispForm.aspx?ID=3327).
The opening ceremony featured speeches from Wang Song, Vice Minister of the Cyberspace Administration of China; YB Teo Nie Ching, Deputy Minister of Communications of Malaysia; and Wang Bin, Member of the Standing Committee and Head of Publicity Department of CPC Hainan Provincial Committee.
Sam Han, partner and director at Union Communications Hong Kong Limited (“Union Comm”), delivered a speech focusing on digital tools and technology empowerment as critical enablers for rural development. He highlighted how digital inclusion can improve agricultural productivity, expand market access for farmers, and provide essential services to rural communities. “Technology plays a transformative role in rural revitalization. By enhancing digital inclusion, we can create opportunities for rural areas to connect, grow, and prosper in today’s digital economy, thus bridging the digital divide,” Sam noted.
In addition to promoting digital tools, Sam Han shared key recommendations for APEC, including:
Promoting Carbon Farming and Carbon Trading: Rural areas present significant opportunities to serve as carbon sinks, contributing to global climate goals. Establishing supportive policies and robust carbon trading mechanisms can provide economic incentives for farmers while fostering environmental sustainability.
Strengthening Infrastructure for Digital Inclusion: Investment in rural broadband and digital literacy programs is essential to close the urban-rural digital divide and ensure equitable access to technology.
The workshop emphasized the importance of collaboration between the public and the private sector, and international organizations to implement innovative solutions that drive rural revitalization. Union Comm’ participation demonstrates its commitment to advancing digital inclusion, sustainable development, and technology empowerment across APEC economies.
